Bullshit. Japanese love european looks, fashion and culture. Thats why the majority of manga/anime characters look more european than asian.
Last time I checked, the same goes for Motoko and thats why it makes sense.
Never saw or heard the use of the word "whitewashing" in a sensible manner.

As long a non-white actor can play a white character, a white actor can play a non-white character.
However SJ looks far more like Motoko than any altenative asian actor in that article. And this is due to the japanese affinity of european looks.
What does this mean in other words? Taking a european looking character to play a european looking character with asian origin/name is far more authentic than to take a real asian actor and this is why japanese are less butthurt than western sjw.

Scarlett Johansson looks badass as Motoko.
